and then only by permission of the owner.

Parks Playgrounds and School District Grounds

advertisement, public notice or personal
card except park and playground notices, rules and
regulations
shall be distributed, posted or affixed in any manner
in a park or playground." So it's prohibited by default.
Chapter 115. B 16 says: No
placards, advertisements, public notices or
personal cards shall be distributed, posted or
affixed
to buildings or appurtenances on school district grounds.
